Introduction and Aims

The NHS is made up of 1.3 million people who care for the people of this country with skill, compassion and dedication.

The NHS People plan sets out actions to support transformation across the whole.  It focuses on how we must all continue to look after each other and foster a culture of inclusion and belonging, as well as action to grow our workforce, train our people, and work together differently to deliver patient care.

The Staffordshire Training Hub has adopted the key principles of the NHS People Plan and work collaboratively with the Staffordshire and Stoke-on-Trent Integrated Care Board (ICB) to deliver the People Plan to all Primary Care staff working in Staffordshire, which encompasses the following:

Our people promises

Key aims

What are Training Hubs?

Training Hubs are designed to meet and enhance the training, educational and developmental needs of the multi-disciplinary Primary Care workforce in their region, by working with NHS organisations, local Authorities as well as regional and national providers.

Training Hubs work with their local Integrated Care Board (ICB) to support the delivery of workforce and educational priorities through the delivery of national and regional commissioned programmes of work.  They offer career support and training to staff who are new to practice, mid-career and innovatively work to retain the workforce in Primary Care.

Think of Training Hubs as your local ‘go to’ place for any information about the education, development and retention of the Primary Care workforce.

What do Training Hubs do?

The core scope of Training Hubs is the education, training and development of the multi-disciplinary team in Primary Care in their region. In addition, they also support and enhance placements in order to attract and retain them within General Practice.

Training Hubs will:

  • Develop a clear plan in partnership with their local Integrated Care Board (ICB) workforce team to ensure that the strategy, action plan, timelines and direction for the Training Hub activities an projects have maximum impact, and avoid duplication with wider system workforce development projects.
  • Advise, develop and facilitate Primary Care recruitment and retention strategies through delivery of career advice and programmes targeted at all stages of a GP’s and other primary care professional’s career.
  • Work directly with the ICB and Primary Care Networks (PCNs), to play a key role in supporting the development and delivery of workforce strategy across the system.
  • Advise on, develop, deliver or procure education and training for their Primary Care workforce.
  • Support clinical and non-clinical placements in PCNs and Practices as well as the training and development of Clinical Supervisors and Educators.
  • Maximise retention of experienced staff, and focus on specific actions in areas that have the greatest workforce challenges and attrition rates.

Accountable to?

Training Hubs are accountable to NHS England (NHSE), through Primary Care School (PCS).  NHSE is responsible for making sure operational guidance and management is in place for Training Hubs through the Operating Model.

How are they measured?

All Training Hubs send their performance against the national Key Performance Indicators (KPIs) to NHSE on a quarterly basis. Broadly they cover areas around workforce planning, careers and retention strategies, educational design, and leadership and management support. The data is submitted to NHSE via the Primary Care School (PCS) for analysis and to check performance.

Primary Care Networks

What are Primary Care Networks?

Since July 2019, all patients in England have been covered by a Primary Care Network (PCN), which is the most significant reform to General Practice in England in a generation.

PCNs allow groups of GP Practices to work together in order to offer care on a scale which is small enough for patients to get the continuous and personalised care they value, but large enough to be resilient, through the sharing of workforce, administration and other functions of General Practice.

For further information, please watch the NHS video.

The benefits of GP Practices working together as a PCN

  • Longer opening hours
  • Sharing staff
  • Better access to specialist health professionals
  • Services closer to home
  • Ability to share information and technology

How many?

In Staffordshire and Stoke-on-Trent there are 142 GP Practices who have joined forces to make 26 PCNs:
